The above data give the difference in federal pay based on annual salaries of $50,000 in 2001 if the federal employees had received the pay raise proposed by the Administration (3.6%, 2.6% and 2.0%) or the pay raises based on the levels NTEU persuaded Congress to grant.  NTEU won you rises of 4.6%, 4.1% and 4.1% again.
